With past experience in the power and aviation sectors, Declan has brought a combination of technical and strategic management skills that benefits both our businesses and the clients we serve. Declan has a particular interest in developing a culture that promotes continuous improvement and innovation throughout the delivery of services by working in collaboration with our partners, our clients, and our extended family of businesses within the Anglian Group. Declan holds qualifications in engineering and business management in addition to an MBA from Dublin City University.

Cahill Managing Director
Michael joined Celtic Anglian Water (CAW) in 2000 as Financial Controller, progressing to Finance Director in 2007. With his wealth of experience in strategic planning and financial management, Michael was appointed Managing Director in 2024. As a Fellow of the Chartered Association of Certified Accountants (FCCA), Michael brings over 30 years of financial expertise within the utilities sector to his leadership at CAW.
Rush Operations Director
Conor has been working with Celtic Anglian Water (CAW) for over 15 years holding various technical, operational, and senior management positions within the business. With past experience in the consulting engineering sector, and over 20 years of experience in the design, construction and operation and maintenance of water and wastewater infrastructure throughout Ireland. Conor has been a leading member of the CAW team developing the business into one of the leading companies in the water services sector in Ireland. Conor's professional qualifications include an Honours Degree in Science and Masters Degrees in Environmental Science from Queens university Belfast and a Masters in Management from University College Dublin. Conor is currently studying for an LLM in Construction Law and Arbitration.
McCausland Technical Director
Dr Ciarán McCausland is Technical Director of Celtic Anglian Water’s (CAW) water business and has spent over 10 years delivering compliance improvements and efficiencies across CAW’s portfolio of water and waste water treatment sites. Beginning his career on Ringsend WWTW, one of the largest and most advanced treatment works in Europe, Ciarán has been one of the champions in the company wide implementation of Lean. He has used a combination of analytical and leadership skills to drive Lean programmes, identifying, implementing and sustaining improvements to the benefit of our customers. Ciarán is directly responsible for the delivery of the Ringsend Contract in addition to the engineering activities within the business. Ciarán holds an Honours Degree in Environmental Science from NUI, Galway and a PhD awarded by Sligo IT in which he helped develop new methods of characterising sludge dewatering properties in association with the Chemical Engineering Department at the University of Melbourne.
Devlin Pre-Contracts Director
John is Celtic Anglian Water's (CAW) Pre-Contracts Director, having joined the company in 2016 as Business Development Manager. John has extensive experience in the Renewable Energy, Municipal Waste Processing and Water & Wastewater Treatment industries. He is responsible for Identifying market opportunities, in the water and wastewater municipal and industrial sectors, both in Ireland and the UK; Implementing and delivering CAW’s Business Development Strategy; Overseeing and managing all business development commercial proposals. John is a Chartered Engineer (and Member of the Institute of Chemical Engineers) and holds a Degree in Chemical Engineering from Queen’s University, Belfast.

Dolan Ringsend O&M Manager
Padraic is CAW’s Ringsend O&M Manager having joined Celtic Anglian Water (CAW) in 2015. Padraic has over a decade of experience in HSEQ and operations both in Ireland and overseas, bringing with him experience from the water sector and private industry. He is responsible for the implementation and compliance of CAW’s Integrated Management System (IMS) and the development and implementation of safety and environmental procedures ensuring continuous accreditation of CAW’s IMS. Padraic is an Electronics Engineer, with a Masters in Health & Safety from NUI, Galway.
McGloin O&M Manager, Sligo WWTW
Aiden is Operations and Maintenance Manager at the Sligo WWTW having joined Celtic Anglian Water (CAW) in 2000. Aiden is responsible for: • Leading the Operations and Maintenance team, and optimising plant performance at the Sligo WWTW • Operating within specified budget parameters to ensure plant maintenance and operational objectives are achieved, ensuring that HSEQ and environmental compliance standards are met • Delivering enhanced value to Irish Water through the innovative use of existing assets • Delivering the Lean Six-Sigma projects as part of CAW’s Continuous Improvement programme, to maximise operational efficiencies and plant performance across the company Aiden holds a Certificate in Mechanical Engineering from GMIT and a Diploma in First-Line Management from the NCI.
O’Connor Operations Manager Ringsend
Frank is Operations Manager Ringsend having joined Celtic Anglian Water (CAW) in 2008. Frank is responsible for: • Managing the large operations team at Ringsend • Process optimisation and the plant’s environmental performance • Ensuring the operations team deliver KPI targets • Plant’s Energy Management • Delivering Lean Six-Sigma Projects to enhance the plant performance Frank has a Degree in Mechanical & Manufacturing Engineering from Trinity College Dublin.
Donnelly Senior Project Manager
Ed is Senior Project Manager at the Ringsend WWTW having joined Celtic Anglian Water (CAW) in 2008. He has project managed a number of the upgrades and improvements to the Ringsend WWTW. Ed is responsible for: • Leading a team of engineers and technicians delivering mechanical and electrical maintenance at the Works • Ensuring the reliability of the Sludge Processing Plant at the Works • Energy generation and bio-gas storage and usage on site Ed is a Mechanical Engineer with over 30 years’ experience in mechanical machinery design, installation, commissioning and project management.
Duggan O&M Manager, Sligo WTW
Chris is Operations and Maintenance Manager at the Sligo WTW having joined Celtic Anglian Water (CAW) in 2005. Chris is responsible for: • Leading the Operations and Maintenance team, and optimising plant performance at the Sligo WTW • Operating within specified budget parameters to ensure plant maintenance and operational objectives are achieved, ensuring that HSEQ and environmental compliance standards are met • Delivering enhanced value to Irish Water through the innovative use of existing assets • Delivering the Lean Six-Sigma projects as part of CAW’s Continuous Improvement programme, to maximise operational efficiencies and plant performance across the company Chris has a Degree in Engineering System Maintenance from DIT.
Hayes O&M Manager, Waterford
Thomas is Operations & Maintenance Manager at the Waterford WWTW having joined Celtic Anglian Water (CAW) in 2009. Thomas is responsible for: • Leading the Operations and Maintenance team, and optimising plant performance at the Waterford WWTW • Operating within specified budget parameters to ensure plant maintenance and operational objectives are achieved, ensuring that HSEQ and environmental compliance standards are met • Delivering enhanced value to Irish Water through the innovative use of existing assets • Delivering the Lean Six-Sigma projects as part of CAW’s Continuous Improvement programme, to maximise operational efficiencies and plant performance across the company Thomas holds Diplomas in both and Management and Occupational Health and Safety from Dublin Institute of Technology and a Certificate in Project Management from Carlow Institute of Technology.
O’Connell Senior Project Manager
Paul is the Senior Projects Manager for Celtic Anglian Water and has been working with CAW since 2013. Paul heads up an engineering team responsible for delivering capital projects and has project managed a number of large capital upgrade and improvement works on the Ringsend, Sligo and Waterford sites. Paul is responsible for: • Managing a diverse, experienced team in project delivery from inception, through design development, delivery, testing and takeover. • Nominated contact for project supervisor for the design process (PSDP) and construction phase (PSCS) • Co-ordinating multiple designers across process, mechanical, electrical, civil and structural design aspects of each project • The development of commercial proposals Paul is a Charted Mechanical Engineer.
Duggan Senior Project Manager
Clare has been working with Celtic Anglian Water (CAW) for four years and is currently a Senior Project Manager with the CAW Projects Team. She has managed a number of upgrade projects at the Ringsend Wastewater Treatment Works and the Sligo & Environs Water Supply Scheme. Clare uses past experience in the consulting engineering sector, as well as experience gained with CAW to ensure the delivery of upgrade projects on time and on budget. Clare is a Chartered Engineer with a Honours Degree in Civil and Environmental Engineering from University College Cork.
Hasirci Maintenance Engineer
Deniz joined Celtic Anglian Water (CAW) in 2016 and is currently Maintenance Engineer for the Ringsend Wastewater Treatment Works. He has managed a number of capital upgrade projects at Ringsend during his previous role as Senior Project Engineer with CAW. In his current role Deniz is responsible for: • Leading a team of Engineers and Technicians delivering planned and corrective MEICA (Mechanical, Electrical, Instrumentation, Control and Automation) maintenance at Ringsend • Ensuring the reliability of the plant and equipment • Delivering improvement projects • Assisting capital replacement projects • Ensuring the maintenance team delivers KPI targets Deniz is an Engineer with a Degree in Mechanical Engineering from Dokuz Eylul University in Izmir, Turkey, and holds an MBA degree from UCD Smurfit Business School.
Zhu Engineering Manager - Industrial
Having joined the company in 2001, Ming is involved in a wide range of activities including process optimisation, front-end feasibilities, engineering design, and delivery of capital projects on water and wastewater assets. He is responsible for managing a Projects/Engineering team and for the successful delivery of all capital and engineering projects. Ming is a chartered chemical engineer having gained his university education in China and a PhD at Bradford University.
